It expresses the grim reality we're facing in Cuba, where we are living dark days here and the System imposes on us like a giant tyrant, crushing our smaller dreams and pushing us down to the limit.

This poor fisherman represents the thousands of fathers who try to get food and support to their own families and it clearly can't due the oppression and restrictions he (as all here) experience.

But, not so the dictator in self, as he is fully fed and covered in jewelry clothes, while showing the shameful nature of his kind. Shame on them for being the cancer devouring our lives.
